Came across this question in one of the scrum groups on FB, what are your thoughts?

Oh man so much to address…short answer is the team votes and it’s relative to other stories. It doesn’t matter who does it, ultimately it’s a team velocity. BUT the longer answer is why are we assigning stories to individuals? Ideally anyone could pick it up and multiple people would be collaborating on it

Hi! Story points are a relative estimation which is set by the team not thinking on individuals, but comparing to other stories.

Team velocity will be, of course, conditioned by the team members’ experience. But that would impact the points to be included in a Sprint/Iteration, not the individual stories estimation.
